A CHRISTCHURCH BY-LAW. ’IS PRESS ASSOCIATION. CHRISTCHURH, March 17. The Oiby Council’s right to frame a by-law making it an oftenoe for f. person to refuse to give his name and address to a constable was the subject of argument before Mr Justice Sim in the Supreme Court. The case was an appeal from the magistrate’s decision. A charge was made , against Frank l Dempsey, under the City Council bylaw that he gave a constable a false name and address. The magistrate held that the by-law was ultra vires. His Honour was asked to decide whether or not the magistrate’s decision-was erroneous in point of law. After hearing argument by the City Council's solicitor His Honour reserved his decision.
