II Briand (Premier of France) is opposed to an early meeting of the Supreme Council to deal with Upper Silesia. He points out that, German military bands are in the plebiscite area and tlie vicinity ready to oppose any decision of the Allies which does not give Germany complete satisfaction. Therefore it is nerffisarr to postpone the meeting of the Supreme Council until the Allied reinforcements are adequate to carry out tho Council’s decisions.
