ALLEGATIONS AGAINST JAPANESE. Australian bt><l N.Z. Cable Association. WASHINGTON, July 7 ' ' Representatives of the South China Government have received a cablegram, charging the Japanese with supplying officers, arms, and munitions to tIK Kwangsi militarists, who are invading the Kwantung province, and calling the United States’s attention to tho violation of the International Convention forbidding tho importation of arms to China.
