Coalition Ministry is expected to succeed Air llur.i, but owing to the difficulty of finding the right man for the t'-emiership, the change is not likely to be immediate. Air Hara wil; have a large voice in the selection. Baron Kato is not favoured, as he has not sufficient supporters. Reports refer to considerable social unrest.; The fundamental institutions of the Empire are threatened by the ingress of certain conditions and foreign influences, especially among the Labour elements.
