SUN If AT SEN’S LIMITED SWAY. Beater's Telesram. PEKIN. May 6. Dr. Sun Yat Sen formally assumed office as President of China amid general rejoicings. He issued a proclamation guaranteeing the policy of liberalism and constitutionalism, the respect of treaties. Sun Yat Sen’s sway at present is confined to the Kwantung province, while he counts on the partial support of the provinces of Yunnan, Kweichow and Hunan. The Governors of all the other provinces recently issued a proclamation condemning Sun Yat Sen’s election to the Presidency as illegal, and declaring that he must be eliminated from politics. Meanwhile the province of Kwangsi is organising an armed expedition against the province of Kwantung, with the approval of but hitherto without military assistance from Pekin.
