“NO SOVIET SYSTEM”

CITY COUNCIL’S BUSINESS MAYOR AND COUNCILLOR BENNETT’S SUGGESTION. TO FACILITATE WORE:. Suggestions for tho hotter management cf the business of tho City Council wore made at last night’s meeting- of that body Councillor AY. H. Bennett said it would be for the better working -of the council if tho incoming council took into consideration the desirability of remodelling the present system of dea£ing with its business. Ho suggested that a small -works committee be set up, including the heads of various departments, to consider works of importance, and to arrange them in order of preference. (Hear, hear.) Ho thought tho heads of departments should be given greater privileges at tho council meetings, enabling them to speak on matters .of importance. This would save no end of discussion, and if tho new- Mayor effected sMjch an arrangement he would do a great service to the city. Th© Mayor (Mr J. P. Lulte) remarked that the. time had hardly arrived for the Soviet system of government. (Loud laughter.) If the engineer was permitted to take pfyt in tho council’s deliberations it would be difficult to witholhd the same privilege from other officers. The city engineer, eaid Mr nuke, had never been prevented from giving his views in the council so long us he had been Mayor.
