EMIGRATION QUESTIONS
IMPORTANT CONFERENCE IN LONDON. Australian and N.Z. Cable Association. (LONDON, January 27. A conference on State-aided Emigration and Empire Settlement will be opened at the Colonial Office to-mor-row. Lord Milner will preside, and all the Dominions and States are sending representatives. The cdhferenoe is expected to last several days. The programme of subjects, which Lord Milner is -submitting, includes the consideration of the general question of Empire land settlement on a comprehensive scale; increased ocean and railway passenger rates; the increased cost of emigrants’ the principle of State-aided emigration of children ; preference for British settlers over foreign emigrants to the Dominions ; arrangements for receiving settlers, in this country, and their reception a f d welfare on arrival at the Dominions; and the appointment of a representative of the British Government in each Dominion "to supervise the arrival of British immigrants. It ia understood that Senator Millen (representing the Australian Commonwealth) will submit to the conference proposals for an Imperial loan for the purpose of founding and developing land settlement areas in Australia by British immigrants.
