COMPLAINTS 0!F DELAY. THE METHOD IN VOGUE. Consignees of American cargo have frequently had their goods brought to New Zealand weeks before their shipping papers arrive. This has m.eant a serious delay in obtaining delivery of merchandise. The Collector of Customs has been in communication with the. American authorities on the matter, and, in reply, has been, advised that the postal laws of the United States provide that consignees’ letters may be handed to the master or purser of the, vessel conveying the. goods to which the letters relate. of the merchants in San Francisco are familiar with this method of dispatching shipping documents. The United States Post Office "expresses its willingness in future to bring under the notice of the sendees the fact that letters concerning these documents should be handed to the captain or purser of the steamer conveying the goods. Importers whose letters from the United States containing shipping documents have been delayed in transmission, or have travelled by a route other '-than the one endorsed on the. documents, should communicate with the Secretary of the- Post and Telegraph Department, Wellington.
