INSUFFICIENT POSTAGE
ON UNSEALED PACKAGES.
ThV new postal regulations provide that commercial matter may be sent through tha post at the rat© of ljd or two ounces, or. portion of that weight, #wbile: under the old : regulations the charge. wias one penny for each four 4lftnces or portion thereof.- The rate wa», in reality, half that amount," the extra halfpenny being a war tax. Commercial matter is clearly defined, and includes invoices and accounts, receipts (stamped or unstamped), bills of lading, bills of exchange, and other commercial papers, but a memorandum of any description Written on the documents renders the package liable to letter rates. The'postal officials state that evidently a number of business people are of the opinion tnai the fact of their not sealing a communication it can be sent at -tie commercial rate, of postage. A number of such instances have recently come under notice, and as a result a surcharge has been made. In a number of cases orders for goods have been forwarded through the Post 'Office in this way, and the method adopted is contrary to the postal regulations.
