It is understood that thero has been a further exchange of correspondence between President Wilson and Senator Hitchcock, the Democratic Leader, in which the President pointed out that tho new move by Senators Borah and Lodge to tome modifications of tho Lodge Reservations, especially as to Article Ten, is merely camouflage to gain Democratic votes and will be tantamount to nullification of the Treaty. Tho correspondence has been shevn to several Democratic Senators, and it i 3 expected that they will vote to rejert the new compromise. The final vote on Article Ten will come up on Tuesday. It is said that the Treaty will certainly fail to pass. The Senate has ratified Senator Lodge's substitute reservation on Article Ten. Senator Frelinghuysen's amendment to Article Ten, disavowing all obligations on the United. States under that Article, was rejected in the Senate by 69 votes'to 17. Tho Ttoft "sub-reservation," disavowing tho legal, but retaining the moral, obligations under Article Ten was 'rejected by 44 votes to 20. Tho Simms reservation, offering tho friendly offices of the United States in case oif international aggression, 'was rejected by 51 votes to 2~. Senator Wateh submitted a motion "deploring the aggression which led to a breach of tbo world's peace,'' and it was rejected by 44 votes to 34. Tho Republican Leader's amendment to Article Ten, denying tho obligations under the Article, was adopted by 56 votes to 34.
