Tho Ttoft "sub-reservation," disavowing tho legal, but retaining the moral, obligations under Article Ten was 'rejected by 44 votes to 20. Tho Simms reservation, offering tho friendly offices of the United States in case oif international aggression, 'was rejected by 51 votes to 2~. Senator Wateh submitted a motion "deploring the aggression which led to a breach of tbo world's peace,'' and it was rejected by 44 votes to 34. Tho Republican Leader's amendment to Article Ten, denying tho obligations under the Article, was adopted by 56 votes to 34.
