Despite a letter from President Wilson requesting that Democratic members of Congress should not formulate an attitude oil the question of universal military training, the Democratic representatives in caucus adopted resolutions opposing legislation favouring compulsory military training. President Wilson said it would be best if the coming Democratic convention formulated the party's position on the question.
