JAPAN'S SELECTION OF DELE- :■ GATES CRITICISED. Australian and N.Z. Cable Association. WASHINGTON, November 6. At the International Labour Conference, M. Maartecs (Belgium) read a statement reproaching the, methods used by Japan in selecting her Labour representatives, and als"6 the Government's refusal to allow the workers to form unions. Japan had already violated the ' provisions of the Peace Treaty providiug lor the right of free association. A previous catble stated that Mr Masumoto; the representative of Labour at the International Labour Conference, had great difficulty in avoiding a large crowd of hostile workmen assembled at Yokohama to prpvent his departure. Mr Masumoto succeeded in evading the crowd, and was rushed by an electric launch aboard a steamer bound for tho United States.
