LONDON, November' 4." : In the Committee stage on tho Aliens Bill in the House of Commons, the Government, with the approval of Mr Havelock Wilson (president of the National Sailors’ Union), modified The clause totally debarring alien masters, mates, and chief engineers from British vessels trading within the Empire. • Sir Auckland Geddes explained that unexpected difficulties had been discovered which might prevent Britte sailors from obtaining employment in foreign ports if the British legislation was over-drastic. Tho Government agreed to _ the de-, letion of the clause empowering the Home Secretary to grant permission in exceptional cases for employment of aliens in the Civil Service. The ban thus becomes absolute.
