PUBLIC NOTICES WELLINGTON CITY COEPOKATION. WELLINGTON ClTi' MILK STJPPLT BILL. 3915. NOTICE is hereby given, that it if the . intention of the "Wellington City Council to introduce in the present session of Parliament the Wellington Citv Milk Supply Bill. The objects that the said Bill is intended to effect are: — 1. For additional powers for the "Wellington City Council in relation to the sale, inspection, and control of tho Wellington, milk supply iu tho city. 2. To authorise tho Council to deal in milk and milk products and ice, and to provide for cool storage of foodstuffs. 3. (a) To appoint manager?, engineers, agents, workmen, servants, and inspectors for the above purposes. (b) To purchase, lease or take under the provisions of the Public Worksi Act, 1908. Ox otherwise acquire any land required for the purposes of this Act, and sell and dispose of the eamo when no longer required. (c) To construct, erect, lease cr purchase any buildings, plant, machinery, tramways, railway-sidings, and other fixed or movable appliances or works of any description, and sell or otherwise dispose of tho same when no longer required. (d) To maintain and. work all buildings and plant so erected. 4. For the above purposes to borrow money by way of Special Order. 5. To give tho Corporation the sole right to purchase milk from milk producers, and to provide that no person shall sell milk without a license from the City Council. 6. To provide that the Council max (front, refuse or revoke such license as it thinks fit, and on such conditions as it thinks fit, and such license may bo limited to a portion of the City. 7. To provide that persons guilty of a breach of a license shall be guilty of an offence, and that every person who breaks any contracts with the Corporation in respect of the sale and delivery of milk shall bo guilty of an offence. 8. To provide that tho Council may subsidise visiting nurses and supply milk to the poor. 9. To provide that all moneys shall be paid into a separate account at the bank, and that all accounts shall be kept i» accordance with the provisions of the Municipal Corporations Act, 1908, as separate accounts. 10. To provide a penalty of .£lO fo? breaches of the Act. 11. To provide that inspectors appointed with the approval of the Minister of Public Health shall in respect of th«* milk supply of the City have the powers of an officer under the Sale of Food and Drugs Act, 1908. 12. To authorise tho Council to makp by-laws:—(a) Securing the sanitary constructions and cleanliness of dairies and milk-shops, and of milk-vessels used in dairies and milk shops within the City; (b) prescribing precautions to be taken for protecting milk against deterioration, infection or contamination, and regulating or prohibiting the sale of milk in cases where the public health would be likely to be endangered by such sale. 13. Prohibiting the sale of milk except for coupons issued - by the Corporation. 14. Providing for the issue and control of such coupons. 15. To provide that tho provisions. of the Municipal Corporations Act relating to the making of By-laws shall form part of this Act. IG. To provide that so long as the Act is in force it shall not be lawful for aHy person other than the Corporation to ereot, adapt or equip any building within thirty miles of tho City as a new factory, or establish for the production of butter, cheese, condensed milk, dried milk or other products of milk. 1". To provide that the powers given by this Act shall bo in addition to all other powers vested in the Corporation. 18. To repeal , the Wellington City Milk Supplr Act, 1910, Sections 3 and 6 of the Wellington City Empowering and Amendment Act, 1911, and the Wellington CS.ty Milk Supply Amendment Act. 1914. A copy of tho above Bill has been deposited at the Magistrate's Court, Lambton quay, Wellington, and also at the Town Clerk's Office, Town Hall, Cuba street, < Wellington, and are there open to public inspection lor a peniod of three full weeks from the first publication thereof.
