Tho Hon. J. A- Hanan states that lie has been advised that the Education Department has a right to appeal for Second Division teachers of primary schools called up for active service, tho position having become so serious; and in order to place all teachers on the same footing and secure uniformity of action, ho has approved a recommendation of the Director of Education that appeals ho made by tho department in cases where education hoards will not appeal.
