The Registrar-General, lecturing before the Health Instituto, said one outcome of the war was most colossal race suicide, compared with pro-war conditions. Tho birth-rate of the Central Powers had declined 5 to 7 per cent. England and Wales had lost 650,000 potential lives during the war.
