WILSON’S NOTE DISCUSSED
STATEMENT BY LORD ROBERT CECIL. n. Teicrraph—Frees Association— CopyrlgM AurtrSan and HJ6. Cable AMOolaUon. HONDO”, September ,ALord Cohort Cecil (Under-Secretary for Foreign Affairs), in an interview, said he did not consider wasany inconsistency in President Wilson» Note and the Allies’ poL<=y. in the resolutions of the Pans Economic Covierence. - They were, purely defensive, aiming at the necessary restoration of the economic Allies after the war, and protecting ourselves against any aggressive militarist and commercial policy the enemy may pursue alter tho war. Germany’s schemes for forcing her allies into a commercial league snow the real danger of that connection, e consider economic considerations ns vital as military measures during the war. W© must foster our economic strength as much as that of the Army and Navy , and may tightly attack tho enemy’s economic strength with every legitimate weapon. ■ Accordingly w« rejoice in America's vigorous expor* policy. One of the most potent weapons for impressing the German? with the folly and wickedness of their militarist leaders is to show-f that war is unprofitable. Even the existing neutrals are reaching the end of their patience as regards German outrages. It is scarcely extravagant to say that, if the war lasts many more months, the Central Powers will find the whole of the remainder of the world against them. This state of things shows that military force is not everything. Even if the German arms are successful, as the Kaiser bdaste, _ Gmrnany » future is increasingly dark. The Note also possibly indicates the real solution of the problem of .preventing future wars—namely, the. financial, commercial, and economic isolation ot nn aggressive Power by the proposed League of Nations.”
