The Executive Council approved yesterday morning the revised regulations submitted by the Hon. J. A. Hanan (Minister for Education) in respect ol the intermediate, lower, and higher leaving-certificates issued to secondary school pupils on their fulfilling the minimum requirements for the twoyear, three-year, and four-year secondary courses respectively. The principal alteration made in th c regulations has reference to the qualification for free university education. Hitherto applicants for higher leaving-certifi-cates, entitling them to free tuition at the university, have been required to take a full secondary course during their last year, but under the new regulations they are permitted to take a somewhat more restricted course. After passing matriculation, for example, the applicant who proposes to take up study preparatory to a profession, may confine himself to three subjects only during his last year at the secondary school, provided that one of the three subjects is English.
