Ribot now assumes the leadership of the Government for the third time. Born at St. Omer in 1842 he was educated at the local Lycce and admitted to the French Bar in 18C4. In 1870 he held an appointment in the legal tribunal of the Seine. He was secretary to the Minister of Justice in 1878, and in the same year was elected to the Chamber of Deputies. From 1890 to 1893 M. Ribot held the portfolio of Fbreign Affairs in M. de' Frcycinet’s Ministry, and it was during this time that the alliance between Franco and Russia was completed. He was President of the Cabinet (Premier) during the stormy period of the Panama case, and again after resignation of M. Gasimir-Per-rier, on his election to the Presidency. Ho has been Minister for Finance in the various Cabinets that have been formed since the outbreak of war in 1914.
