LEGISLATIVE COUNCIL AMENDMENT
KEEPING THE DOOR OPEN. The Right * Hon. W. F. Massey moved the second reading of the legislative Council Amendment Bill. He stated that it would keep the door ifpen tor fresh' appointments to the Council until September 1917. Tho principle of proportioiml,representation would staoid. All that was-proposed was that tho operation of, the Act would be postponed from January; Ist next until the middle of September, 1917. That > would" give - sufficient timei for making arrangements for the now, system of election. ■ The motion was agreed to. . The bill 'passed through committee without a word of * discussion, and was, read a third time and passed.
