(Received July 14, 11 p.m.) LONDON, July 14. “The Times” has received information from Germany that the Kaiser’s statement that the war would end in October was made to a deputation of bankers who interviewed the Kaiser to point out the financial difficulties and the grave risks of another winter campaign. The bankers stated that if the war were prolonged, Germany would become utterly bankrupt. /
