LEGISLATIVE COUNCIL
The Speaker (the Hon. C. J. Johnston) took the chair at 2.30 p.m. On the motion of Sir Francis Bel' several of the standing select committees wore appointed. BNEAfY CONTRACTS BILL. The Enemy Contracts Bill was read a second time and passed through its re maining stages. SECOND READINGS. Sir Francis Bell moved the second rending of the Local Authorities Empowering Bill, explaining that it enabled leave of absence to be granted to servants and the payment of such proportions of wages as wore deemed fit. It also authorised the remission or postponement of the payment of rates by members of the expeditionary forces. —The motion was agreed to. The Arbitration Amendment and New Zealand Society of Accountants’ Amendment Bills were also read a second time. In regard to the latter measure. Sir Francis Bell explained that it was to enable the Society of Accountants if it thought fit to reinstate a member notwithstanding the lapse of twelve months. Ths Council adjonrned until today.
