INDICTMENT BY “THE TIMES” MILITARY CORRESPONDENT. Hr Telegraph—Press A«sorie‘ : -r—C-n-r v LONDON, July 9. Colonel Repington, “The Times” military correspondent, states that owing to tho failure to secure an adequate supply of munitions, millions of British and Russians, who are available to fight, are not in the firing line. Russia is being invaded, and the Allied offensive in the West is paralysed. ‘Tt is an administrative failure from first to last. Tho errors of the late Cabinet have proved them to be men without a genius for war. Most of these men remain in office, heaven alone knows why I Everywhere else blunderc. e. havo .been removed.”
