(Received July 9, 9.40 p.m.'i LONDON, July .9. “The Times’’ correspondent in Washington states that rumours continue that possibly the Germans are establishing submarine bases on this side of the Atlantic. The reports favour the broken coast near the mouth of the St. Lawrence. In view of the strides made in German submarine construction, the idea is less fantastic than it might have appeared months ago.
