SEVERE MEASURES IX OCCUPIED TERRITORY. By Telegraph—Press Association—Copyright LONDON, July 7. “ Eye-Witness ” states that the Germans are adopting severe measures to force tho inhabitants of occupied territory to manufacture war material. Proprietors have been fined and managers and workers imprisoned. Some strikers were kept in tho factories without food until they submitted. Whenever a strike occurs tho inhabitants are ordered indoors at 7 o’clock, and “ lights out” ordered at 7.J0.
