GENERAL FORECAST FOR TO-DAV (By the Government Meteorologist.) Present indications (5 p.m. yesterday) are for moderate .to strong and decreasing southerly winds, giving place to increasing northerlics after from 21 to 36 hour's, with a falling barometer.
