HUERTA WILL RESIGN A PROPOSAL NOT PLEASING TO CARRANZA. By Trlerraph—Presa Associatfon—CopyrlicM (Received July 13, 11.40 p.m.) MEXICO CITY, July 13Roberto Estevariuz, Sub-Secretary of ■Foreign Affairs, announces that Huerta .is about to resign in favour of Senor Francisco Carbawal, Minister for Foreign Affairs, who, in turn, will give way to a provisional President acceptable to the Constitutionalists. General Carranza, the Constitutionalist leader, interrogated by a Huertan agent regarding the acceptability of Senor Carbawal, replied that he would not recognise Huerta, or anyone chosenl in this way to succeed him.
