(Received July 'l/3, 5.25 p.m.) LONDON, July 13. , In the House of Commons, during tho Foreign Office debate, Sir Edward Uroy, Foreign Secretary, said: —“Wo have done our best to promote disirrnamont, but I cannot say that there has been much response from other European countries. Direct suggestions for the reduction of armaments! ,iavo been unsuccessful, and have been regarded as attempts to limit and control the freedom of action of foreign countries. They have been resented accordingly.’’ Sir Edward added that in some; cases relations with tho Great Powers 1 had improved. Tho relations all stood tho strain of the Balkans war better than had been anticipated. The most notable thing about last year was not (he naval, but tho military increase.
