Tiie National Union of Railwaymen sent a special commission of three officials to examine the methods and conditions on the State railways in Holland, Belgium, and Germany. The Commission reported that the English railways had not much to learn from the Continental system. In Germany the permanent signalling arrangements were bad, the pay inferior, and the hours of service longer, and red tape precludes the prompt hearing of grievances.
