Mr Harvey won the seat at a by-eleation in 1907. For years prior to that it had been, held for the Liberals.] FOUGHT ON HOME RULE AND NATIONAL INSURANCE. (Received May 21, 10.35 p.m.) LONDON, May 21. Major Bowden states that he fought the election on Home Rule and Na-i tional Insurance, the latter of which* he said, should be voluntary.
