CONSTITUTIONALIST VICTORY FOUR THOUSAND FEDERALS DISPERSED. fl/ Telegraph—Press Association —Copyright MEXICO CITY, May 20. Another Constitutionalist victory is reported. Four thousand Fedcrals, retreating from Monclova, were dispersed with heavy loss. FEDERALS EXECUTED. JUAREZ, May 20. The Constitutionalists executed a number of captured Federal generals after a battle at Parodou, in which two other Federal generals were killed. Regarding tho Scertuche fight, reports state tli at one general and thirtytwo members of the staff were executed immediately. AT NIAGARA. FALLS. MEDIATORS DISCUSS PROCEDURE NIAGARA FALLS, May 20. The peace mediators have convened the first session, and are discussing the matter of procedure. Tho delegates were officially welcomed by the Mexican Ambassador. DETAILS OF PROCEDURE SETTLED. (Received May 21, 11.10 p.m.) WASHINGTON, May 21. Affidavits have been received by the State Department showing that Parks was shot by a firing squad at the Mexican Commander's orders. The Peace Conference has settled the details of its procedure. The proceedings will be private. Amongst those killed in the battle of Paredon was General Mounoz, a nephew of Pbrfirio Diaz.
