THE DOMINIONS TO BE ENVIED. By Telegraph—Press Association —Copyrleut LONDON, May 18. Mr Lewis Haroourt, Secretary of State for tho Colonies, in opening the Victoria League’s Health Exhibition at the Imperial Institute, said ho envied the overseas people with their greater space and' smaller populations and their opportunity of dealing with social problems. Infantile mortality was lower in the dominions than in the Homeland, but the latter was steadily improving in this respect.
