The International Committee, despatched to the Balkans by the Carnegie fund, declares that although the Greek Bishops of Djiran, Kavalla, and Seres were erroneously reported to have been massacred, hundreds of villages were wantonly destroyed, and many civilian and military prisoners were butchered. All of the belligerents in the second war were guilty of atrocities.
