The President, Yuan Shih-kai, accuses Dr Sun Yat Sen and General Huang-Hsing of supplying the “White Wolves” with arms and, ammunition. He declares that the rebels are endeavouring to- establish bases at Shanghai and Hankow, and to bring about a rebellion in conjunction With the “White Wolves.”
