Despite protests by the heads of other religions, tho President, Yuan Shih-rlvai, has issued a decree by which tho ceremonial attached to the ushering in of the winter solstice, worship of Heaven at the Altar of Heaven, in Pekin, and the offering of sacrificial oxen to Confucius, and similar ceremonies, have been ordered. Tho local officials are commanded to worship Heaven. The people have hitherto been debarred from this worship in their homes. Although another decree guarantees religious freedom, a revival of Imperial ceremonies is regarded as tho most reactionary step yet taken.
