THE QUESTION OF TOLLS. By Telegraph—Press Association—Copyrlgai (Received February 10, 9.20 p.m.) WASHINGTON, February 9. ■ Senator Stone has written to the chairman of the Democratic conference on the question of the Panama Canal tolls, stating that the exemption principal was adopted as part of the Democratic platform after full discussion. Therefore, if the drafters of the present party’s platform thought the United States would be unable to carry out the policy with honour and good faith, the proper thing was to reverse the policy, without seeking the flimsy excuse that the party adopted it 'unawares.
