Ho suggests allowing Ulster to remain outside Homo Rulo until tno federal system is created for tho United Kingdom, whereby Ireland Would ho treated the same as England and Scotland. Tho timo had almost come, for they absolutely rejected Home Rule, and the Government ought to pause to consider what Ulstermen in other days bad done triton determined.
