NEGOTIATIONS FAIL. COLONELS AND A MAJOR SWEEP THE STREETS. 13y Telegraph—Press Association—O^yr'n'.u (Received December 24, 0.10 a.m.) LONDON, December 23. At Leeds, the strike negotiations failed, and the strike continues. Nearly all tho services are carried out by amateurs. Several colonels and a major in the Territorials are sweeping the streets under police protection.
