The American jjrcss is disgusted at Groat Britain’s refusal to participate in the Panama Exhibition. Tho general opinion is that the Government blundered badly in revealing its agreement with Germany not to participate. Germany would bo an exhibitor if she was not bound to the chariot wheels of British stupidity. Tho “Now York Herald’’ says that it has boon commonly remarked recently that Gorman diplomacy is constantly outclassing British. What shrewder move was possible than to drive tho wedge to split tho AngloAmerican friendship)? Tho general impression is that Great Britain is acting in a spirit of potty rovengo for tho Panama Canal Act. IS THEBE A BRITISH-GERMAN ' COMPACT? BERLIN, December 2d. "The Times’’ correspondent controverts the view that Herr Ballin’s Panama Committee was dissolved owing to the Kaiser’s influence.
