The “Manchester Guardian” says that, despite Mr Winston Churchills stipulation, his speech was highly controversial. There was no crisis in 1909. New Zealand’s gift of a battleship was based on a complete misapprehension of the facts. The distinguishing quality of the gift was impulsiveness, not far-sightedness.
