There are reports of fighting between the Government _ troops and tho local forces at Kmngsi, also of restlessness in the Southern Yang-tso. The House of Representatives read a first time five Bills impeaching the Cabinet, particularly the Ministers for war, the navy, and finance, for its actions in connection with tne Austrian loan.
