A conspiracy has been discovered against the Government, organised by Lufti Boy, secretary to Prince Sebas-ed-din. Several arrests have been made, including military officers. NEGOTIATIONS FOR PEACE. The Porte, through Russia, has tentatively offered to negotiate for peace with Bulgaria on th© basis of the surrender of Adrianople, hoping that other conditions will be simultaneously discussed. ' BOMBARDMENT DECREASING. CONSTANTINOPLE, February 28. - Th© bombardment east of Adrianople is decreasing. POSITION AT SCUTARI. 30,000 SERVIANS TO HELP MONTENEGRO. The “ Allgeraeino Zoitung ” states that 30,000 Servians, with thirty-four siege and field guns, are now in Southern Macedonia, marching to Salonica, to embark on Greek transports to assist the Montenegrins at Scutari. A Bulgarian warship captured a Turkish vessel off Verna laden with three million pounds of barley. CORFU, February 28. A Greek destroyer .captured the Turkish merchantman Marodia, with a cargo of foodstuffs intended for the Janma garrison. AUSTRIAN PETITIONS. PROTEST AGAINST THE IDEA OF WAR. Several petitions have been presented to the Parliamentary Industrial Committee from the textile manufacturing organisations protesting against the idea of war, especially with Servia, as threatening to ruin the whole commerce of Austria. The petitions energetically protest against coteries anxious to force war.
