WESTPORT, October 29. The Westport Territorials to-night refused to attend parade, the reason given being the non-enforcement of the clauses of the Defence Act compelling absentees to. attend. With a roll of 85 the company has had an average attendance bf only SO to 35; and those who have attended regularly resent tho immunity enjoyed by tho absentees—Millerton men—who have refused to parade, and against whom no action has been taken. It is understood that Denniston will follow Westport's example. DUNEDIN, October 29. At the conference of kindergarten associations to-day a letter was received from the Hon. J. Allen (Minister of Education), who expressed tho opinion that a proposal to come before the conference to the effect that the ago of children attending public schools be raised to six years could not bo carried out in its entirety. It would mean in country distriots where there were no kindergarten* that children would be debarred from attending school till they were six. Alterations proposed in training children, in physical' drill and health exercises in public schools would be an advantage even at five years. It was decided to expunge the proposal referred to from the order paper. The thirteenth annual conference of the Buildera’ Association opened to-day. The following resolution was carried: — "That the Government should make it optional for contractors tendering for Government works to either find bondsmen or make a cash deposit; that all Government works be submitted to public tender; that the Public Works De. partment be asked to receive and accent tenders for Government contracts without compelling contractors to furnish schedules of quantities at time of tendering."
