PROMOTION BY MERIT
CASE OP CAPTAIN FEANDI. Notice has been given in the House by Hr Atmore (Nelson) of hie intention to ask the Minister of Defence whether he will furnish the full official reports of incidents leading up to the resignation of Captain x Ateo Frandi, of the senior cadets, and the promotion of 'Captain Simeon, a captain holding office in the Territorial forces, without having passed the examination prescribed in the regulations, also to inform the House of the number of officers holding commissions who have failed or neglected to pass examinations, and the names and number of officers who hold commissions in the Territorial 'forces without having first performed service in the ranks. “It is stated that a number of young men of well-to-do parentage have received commissions in the Territorials who have had neither the training nor knowledge for positions of such responsibility. It is in the highest degree essential that in a Territorial army every youth should obtain promotion by merit only, and that there should be no suspicion of class privilege or favouritism,” says an explanatory note.
