Summarising the opinion of the press from east to west, arbitration is the commonest suggestion. The British protest was received sympathetically. It is pointed out that the whole business is partially due to the manoeuvring of tho shipping subsidy clique. The same arguments lie against tho differential tolls, as hitherto the defeated cliques’ efforts have been to obtain subventions.
