Sir Arthur Guinness, in an interview with the Prime Minister yesterday, urged the appointment of a Royal Commission to inquire and report whether tho “popper" drill could with safety, and especially in yegard, to the health ol miners, bo worked by one man. He abo recommended that t£o commission, should bo asked' to report whether legislation in regard to tho working of tho drill should be passed. The workers and employers,' he said, should each bo asked to recommend a suitable person to sit on the commission. Mr Massey promised to have tho suggestion considered by Cabinet. ‘
