The “ Berlin Post” (Conservative) states that Great Britain, not Germany, is at the end of her tether in regard to shipbuilding, and that it is questionable whether she will be able, without enlisting foreigners or adopting conscription, to carry out the two keels to one policy if Germany lays down four or five capital ships yearly.
