SPEECH BY LORD HALDANE WOMAN’S SUFFRAGE INEVITABLE By Telegraph—Press Association—Copyright (Received October 10, 9.15 p.m.) LONDON, October 10. Viscount Haldane, Secretary of State for War, speaking at Aberdeen, said that what Mr Balfour wanted in the way of a Second Chamber was something to supersede the House of Commons. What he (Lord Haldane) wanted was a small workable chamber, a second mirror of tho opinions of the people. Ho added that suffrage and devolution in all parts of tho kingdom were inevitable. THE KING AND THE VETO BILL. (Received October 11, 1.15 a.m.) LONDON, October 10. Referring in bis speech at Dundee to the fight over the Veto Bill, Lord Haldane said the King made no bargain with tho Government, which had not asked for any pledge. Tho King had-said: “What tho country decides, that will ! accept.” When the Lords threatened tho rejection of the Bill tho King wisely handed to Minister* his assent to tho creation of peers.
