for better conditions for tbe attendants, and more amusement for the patients, particularly on the AVost Coast. THE MINISTER'S INTENTIONS. The Minister, in reply, said he was not prepared to deny that the Auckland institution was overcrowded, and ho had given out the information himself, but a number of circumstances had contributed to that-state of affairs. He had been loth to add to the buildings on what was already an inadequate site. Ho had been looking forward to the new site at Tokouui but unfortunate delays, including the death of the architect, had intervened, and two months ago building had been commenced elsewhere and the work would proceed as rapidly as possible and relievo the pressure. It had to be remembered that in addition to an abnormally high rate of admissions in Auckland, the department had had to make room for all the inmates of Mount View asylum. The leader of tho Opposition had a perfect mania for Royal Commissions, although ho was always crying out about extravagant expenditure, and he forgot that it had been no small matter to get the necessary money to carry on the department. He hoped to have receiving depots connected with all the large institutions, but it was difficult to get the money. There bad been a great deal of exaggeration about the hours of attendants. He hoped that when the new Tokanui institution was established it would bo nearly self-supporting. He was glad of tho friendly reception of tho Bill, because he had given it more attention than any other Bill. The Bill was read a. second time, and the House rose at 10.50 p.m.
