BRITAIN AND JAPAN
THE MODIFIED ALLIANCE. COMMENTS BY “THE TIMES.” By Telegraph—Press Association—Copyright. (Received July 13, 11 p*m.) LONDON, July 13. “ Tho Times ” states that public interest is beginning to be aroused in both Japan and America by tho effect of Anglo-American arbitration upon the British and Japanese alliance. Tho existing alliance is incompatible in form, if not in fact, with any general arbitration treaty to which Britain is a third Power. It would be difficult to modify tho alliance with tho view of obviating tho incongruity without raising the whole question of its revision and prolongation.
A cablegram from Tokio, dated # July 11th, stated that owing. to the projected Anglo-American arbitration treaty, Japan has agreed to Britain's proposal for making a clause in the Anglo-Japanese alliance treaty, declaring that tho provisions concerning mutual assistance in time of war shall be inapplicable when either of the allies is fighting a nation with which the other has an arbitration treaty.
